Can playlists have their own artwork?

No. You've already mentioned the can of worms in another thread. This
would just be another one: I only want the playlist artwork when there's
none in the track. I always want the playlist artwork. Track artwork
should override the playlist artwork. Can the playlist artwork be a
collage of four random tracks?
