Do you really need ssh? And what tools would you need inside the shell? Because you can have hosting for really cheap if you don't need shell access. Some hostings offer limited shell access for a little more money, but still less than a dedicated (even if virtual) host. Plus you usually are responsible for your dedicated machine while in a hosting environment the service provider will take care of patching and maintaining your system. I'd strongly recommend re-considering the need for a dedicated system.
