CLI commands to tcp or http call

Hi,

After some digging I figured out how to use the CLI command over telnet with putty. Easy enough. Can someone translate how to make it into a tcp or http call for syncing players?

00:00:00:00:00 sync 00:00:00:00:01 would convert to

tcp://

Or

http://
